Occupational safety standards system. Noise. General safety requirements
Full title and description
GOST 12.1.003-2014 — System of standards for occupational safety. Noise. General safety requirements. The standard establishes principles and general requirements for assessing noise exposure and for protecting workers’ health and safety from noise in normal working conditions across industries (production, transport, construction, mining, etc.).
Abstract
This interstate (GOST) standard defines terminology, measurement and evaluation approaches, and general safety requirements for occupational noise. It is intended to guide workplace noise assessment, specify measurement considerations (including octave-band measurements), account for impulsive and tonal components, and to inform hygienic noise regulation and corrective actions to reduce harmful noise exposure.
General information
- Status: Active / In force (introduced as a national standard of the Russian Federation; reissued in 2019).
- Publication date: Approved 29 December 2014; introduced into force 1 November 2015.
- Publisher: Federal Agency for Technical Regulation and Metrology (Rosstandart) / adopted by the Interstate Council for Standardization, Metrology and Certification.
- ICS / categories: OKС / ICS area: 13.140 (Environmental protection; protection of people from environment effects; safety).
- Edition / version: Edition 2014 (GOST 12.1.003-2014); reissued 2019.
- Number of pages: 28 pages (typical published text length).
Scope
The standard applies to all workplaces and to all typical conditions of occupational noise exposure. It sets out the principles for ensuring worker safety and health when exposed to noise in normal working processes and provides general requirements for the evaluation of noise impact (measurement approaches, assessment indices, consideration of special noise types such as impulsive or tonal noise). The provisions are intended to be taken into account in hygienic noise regulation and in employer-led workplace risk control measures.
Key topics and requirements
- Definitions and classification of noise-related terms used in occupational safety and hygiene.
- General principles for assessing noise exposure and risks to hearing and health.
- Requirements for measurement methodology (including use of octave-band analysis and compatible measurement equipment).
- Use of exposure indices (equivalent continuous sound levels over specified periods) and procedures for comparing measured values to permissible levels.
- Accounting for special noise characteristics — corrections or additional evaluation for impulsive and tonal noise components.
- Guidance on documenting measurements and preparing measurement protocols.
- Recommendations for application of the standard in setting workplace controls and informing hygienic/normative decisions.
Typical use and users
Primary users are occupational safety specialists, industrial hygienists, acoustic laboratories, certification bodies, employers and site managers, plant designers and process engineers, and regulators. The standard is used for workplace noise surveys, risk assessments, development of noise control measures, construction/design review, and to support compliance with national occupational hygiene requirements.
Related standards
Related documents include earlier national standards that this edition replaces (for example, ГОСТ 12.1.003-83 and ГОСТ 12.1.023-80) and measurement-related standards referenced for octave-band and measurement technique requirements (for example, standards on octave-band filtering and specific measurement methods). The standard sits within the broader GOST “System of standards for occupational safety” series.

FAQ
Q: What is this standard?
A: GOST 12.1.003-2014 is an interstate standard in the System of Standards for Occupational Safety that provides general safety requirements and principles for assessing and managing occupational noise exposure.
Q: What does it cover?
A: It covers terminology, general requirements for evaluating noise impact on workers, measurement considerations (including octave-band measurements), treatment of impulsive and tonal noise, documentation of measurements, and guidance to be considered in hygienic noise regulation.
Q: Who typically uses it?
A: Occupational health and safety professionals, industrial hygienists, acoustic measurement laboratories, employers and designers, and regulatory bodies use the standard for workplace noise surveys, risk assessment and control planning.
Q: Is it current or superseded?
A: The 2014 edition is in force; it was approved on 29 December 2014 and introduced into force as a national standard of the Russian Federation on 1 November 2015; a reissue was published in 2019. It supersedes earlier national versions.
Q: Is it part of a series?
A: Yes — it is part of the GOST series of standards for occupational safety (the SSBT/System of standards for occupational safety) and relates to other standards addressing hazardous factors, measurement methods and workplace safety requirements.
Q: What are the key keywords?
A: Noise, occupational noise, measurement, LAeq, octave-band, impulsive noise, tonal noise, workplace safety, industrial hygiene, GOST.
