Occupational safety standards system. Building construction anticorrosive protective works. Safety requirements
Full title and description
GOST 12.3.016-87 — Система стандартов безопасности труда (ССБТ). Строительство. Работы антикоррозионные. Требования безопасности. (English: Occupational safety standards system. Building. Anticorrosive protective works. Safety requirements.)
Abstract
This standard sets safety requirements for anticorrosive (anticorrosion) works carried out during construction, repair and reconstruction of buildings, structures and equipment — covering surface preparation, material preparation and mixing, application of protective coatings, storage and transportation of materials, and personnel and fire/explosion safety measures.
General information
- Status: Historically an intergovernmental / USSR SСБТ standard; in the Russian Federation it has been withdrawn/ceased to apply and been superseded by a later national standard, though it remains referenced in some CIS/regional collections.
- Publication date: Approved by the State Construction Committee (Gosstroy) 27 January 1987; came into force 1 July 1987.
- Publisher: Approved by the State Committee for Construction of the USSR (Gosstroy); originally published in USSR standards collections / publishing bodies for standards.
- ICS / categories: Group T58; related OKS/ICS fields shown as 13.100 (protective coatings / construction) and 91.120 (construction materials and construction).
- Edition / version: Original 1987 edition (ГОСТ 12.3.016-87). It replaces earlier national editions (e.g., ГОСТ 12.3.016-79) and in the Russian system has been superseded by GOST R 12.3.052-2020.
- Number of pages: Source counts vary (commonly reported as 8 pages in several bibliographic records; other commercial copies list 14 pages). Users should check the specific publication copy for exact pagination.
Scope
Applies to anticorrosive protective works performed on equipment, structural elements of buildings and installations at construction sites, operating and reconstructed enterprises, in workshop and on-site production areas — covering all technological stages: surface preparation, material preparation and mixing, application of coatings, and storage/transport of raw materials and wastes. The standard establishes organizational, technical and personnel requirements to eliminate or reduce hazardous and harmful production factors.
Key topics and requirements
- Hazard identification and control for anticorrosive processes (chemical hazards, solvent fumes, dust, ignition sources).
- Surface preparation requirements and safe handling of blasting/grinding operations (dust control and ventilation).
- Requirements for preparation and heating of coating compositions (mixing, filling limits, temperature control).
- Personal protective equipment (PPE), medical fitness and training requirements for personnel performing anticorrosive works.
- Fire and explosion prevention, storage and transport of flammable/combustible coating materials.
- Work in confined and enclosed spaces — communication, standby personnel and rescue arrangements.
- Requirements for equipment, tools and grounding/earthing of electrical devices used in coating operations.
- Waste handling, disposal and measures to avoid environmental contamination from coating works.
- Inspection, testing and control measures to verify compliance with safety requirements.
These topics and requirements are described in the body of the standard and cross-reference related occupational safety standards and construction norms.
Typical use and users
Used by construction and maintenance contractors performing anticorrosive (protective coating) works, site safety officers, project safety engineers, occupational health and safety (OHS) managers, technical supervisors, and regulatory/compliance personnel preparing work procedures, risk assessments and training programs for coating operations. It is referenced in tender/project documentation, method statements and site safety plans where regional versions or successors are not yet adopted.
Related standards
Typical cross-references include other SSBT/GOST documents and construction norms such as ГОСТ 12.3.002 (general safety for construction works), various occupational hygiene standards (for airborne contaminants, noise, vibration), СНиП III-4-80 (construction production organization) and the later national replacement GOST R 12.3.052-2020 (Occupational safety system — Construction — Anticorrosive works — Safety requirements).

FAQ
Q: What is this standard?
A: GOST 12.3.016-87 is an occupational safety standard (ССБТ) that defines safety requirements for anticorrosive protective works in construction and repair contexts.
Q: What does it cover?
A: It covers safe organization and execution of anticorrosive works at all stages — surface preparation, material handling and mixing, application of coatings, storage/transport of materials, personnel qualifications, PPE, ventilation, fire/explosion prevention and environmental precautions.
Q: Who typically uses it?
A: Construction and maintenance contractors, site safety officers, OHS managers, technical supervisors, and regulators involved in planning and supervising anticorrosive/coating operations.
Q: Is it current or superseded?
A: In the Russian Federation the 1987 ГОСТ 12.3.016-87 has been superseded in practice by the later national standard GOST R 12.3.052-2020; however archival copies and the original text remain referenced in some regional/regulatory contexts and in CIS libraries (status can vary by country). Users should check national/regional legislation or the current national standard applicable in their jurisdiction.
Q: Is it part of a series?
A: Yes — it is part of the System of Occupational Safety Standards (ССБТ) and belongs to the T58 group of standards dealing with construction and related safety requirements; it also references other GOST/ССБТ documents and construction norms.
Q: What are the key keywords?
A: Anticorrosive works; protective coatings; surface preparation; occupational safety; construction; PPE; fire/explosion safety; confined space; training.
