Full title and description
GOST 12.3.020-80 — Система стандартов безопасности труда. Процессы перемещения грузов на предприятиях. Общие требования безопасности. (English title: Occupational safety standards system. Transporting process of loads in all fields of national economy. General requirements for safety.) The standard establishes general safety requirements for loading, unloading, transportation, intermediate storage and for the design and maintenance of transport routes when moving loads at enterprises using floor wheeled, non-rail transport (e.g., trucks, forklifts, hand trucks, trolleys).
Abstract
This GOST defines organizational, technical and operational safety measures for intrafacility movement of goods across all branches of the national economy. It sets minimum requirements for transport vehicles and transport routes, procedures for loading/unloading, securing and intermediate storage of loads, required protective equipment and markings, and special provisions for hazardous or atypical cargo (for example, requirements for transporting hot loads, gas cylinders and flammable liquids). The standard is part of the GOST 12 series (system of occupational safety standards, SSBТ).
General information
- Status: In force (listed as действующий / active in national catalogues; contains registered amendments and reissues).
- Publication date: July 1, 1981 (introduced into force around June 30–July 1, 1981).
- Publisher: Originally issued under the State Committee for Standards of the USSR (Gosstandart). Responsibility for national standards is currently with the Russian Federal Agency on Technical Regulating and Metrology (Rosstandart).
- ICS / categories: ICS 13.100 (Occupational safety); GOST classification: SSBТ (System of occupational safety standards), related to packaging/handling and workplace safety.
- Edition / version: Designation GOST 12.3.020-80 (original 1980/1981). Includes Amendment No.1 (1988) and later reissues/updates (notably reissued copies dated 2008; recorded changes to the entry through 2013).
- Number of pages: 8 (most recent catalogue entries list 8 pages; some redistributed/older printings show 5–7 pages depending on format).
Scope
Applies to processes of moving loads within enterprises across all sectors: loading, unloading, internal transportation, temporary (intermediate) storage, and to the arrangement and upkeep of on‑site transport routes used by floor-wheeled, non-rail vehicles. Intended to cover typical workplace movements (warehouse and production sites) and to complement other safety standards and rules for specific equipment, hazardous cargo and traffic organization inside industrial premises.
Key topics and requirements
- General safety principles for organizing load movement processes at enterprise sites.
- Requirements for design, condition and marking of internal transport routes, aisles and working areas used by wheeled vehicles.
- Technical requirements and maintenance obligations for floor‑wheeled transport (vehicles, trailers, securing devices).
- Safe procedures for loading, unloading and intermediate storage, including methods for securing loads and handling overweight/oversized items.
- PPE and collective protective measures for personnel involved in transport operations (helmets, footwear, signaling devices, training).
- Special rules for hazardous or exceptional loads — e.g., transport of hot products, combustible liquids and gas cylinders (packaging, securing, fire‑safety provisions, vehicle equipment requirements).
- Traffic organization and signage inside enterprise territory; marking and signaling of hazards and pedestrian paths.
- Organizational measures: permitted work practices, responsibilities, training and supervision, housekeeping and inspection regimes.
Typical use and users
Used by occupational health and safety managers, warehouse and logistics managers, plant engineers, facility safety officers, transport and material‑handling supervisors, compliance/audit teams, designers of industrial layouts and site traffic systems, and regulatory inspectors. It is applied when developing workplace safety instructions, training programs, internal traffic rules, and when specifying or procuring material‑handling equipment.
Related standards
Interacts with other GOST and national documents in the safety series, for example standards on general production safety, protective helmets and PPE, road signs and markings, and standards specific to handling of particular goods. Representative related documents include other GOST 12.x standards (for example, those covering general production processes, protective equipment and signaling) and regulations on transport of dangerous goods and internal traffic organization.

FAQ
Q: What is this standard?
A: GOST 12.3.020-80 is a national occupational‑safety standard that sets general safety requirements for processes of moving loads at enterprises using floor wheeled, non‑rail transport (internal loading, unloading, transport and temporary storage).
Q: What does it cover?
A: It covers organizational, technical and operational safety measures for on‑site movement of goods: layout and maintenance of routes, vehicle and equipment requirements, safe work procedures for loading/unloading, securing and temporary storage of loads, markings and traffic organization inside enterprise premises, and special provisions for certain hazardous or atypical cargo.
Q: Who typically uses it?
A: Safety and HSE officers, warehouse/logistics managers, plant engineers, facility planners, transport supervisors, auditors and regulators use the standard to develop procedures, training, equipment specifications and internal traffic rules.
Q: Is it current or superseded?
A: Catalogue records list GOST 12.3.020-80 as действующий (in force). The standard carries Amendment No.1 (1988) and later reissued copies (catalogue entries note reissue/updates in 2008 and record changes through 2013). For legal/compliance use you should confirm the current official status and any later amendments or replacements with the national standards body (Rosstandart) or the official national standards catalogue.
Q: Is it part of a series?
A: Yes — it belongs to the GOST 12 series (System of occupational safety standards, SSBТ) and is associated with other standards covering production safety, PPE, signaling and handling of specific goods.
Q: What are the key keywords?
A: Load movement, loading/unloading, internal transport, floor‑wheeled vehicles, warehouse safety, securing loads, occupational safety, SSBТ, traffic organization, intermediate storage.
