Full title and description

PB 09-540-03 — "Общие правила взрывобезопасности для взрывопожароопасных химических, нефтехимических и нефтеперерабатывающих производств" (General rules on explosion safety for explosive and fire‑hazardous chemical, petrochemical and oil‑refining productions). Документ устанавливает общие требования к проектированию, устройству и безопасной эксплуатации технологических установок, систем контроля и средств защиты на взрывоопасных и взрывопожароопасных объектах химической и нефтеперерабатывающей промышленности.

Abstract

General information

  • Status: Replaced / Not active (formally approved 2003; replaced by federal norms and rules in the field of industrial safety in 2013).
  • Publication date: Approved 05 May 2003 (registered with the Ministry of Justice 15 May 2003, reg. №4537).
  • Publisher: Approved by the Federal (Gosgortekhnadzor / Rostekhnadzor) regulatory body; published/issued in technical form by the Scientific‑Technical Centre for Industrial Safety (НТЦ ЭНАС) in printed/commercial editions.
  • ICS / categories: Fire and explosion safety / fire protection (ICS 13.220); chemical and petrochemical industry / oil & gas processing (ICS sectors for chemical and oil & gas industries).
  • Edition / version: Original rules — 2003 edition (ПБ 09‑540‑03). Some commercial/book editions show later printings (see notes on editions).
  • Number of pages: Varies by edition — commercial/annotated printings list ~46 pages for one official layout, while other commercial/translated copies list ~105–112 pages (editions with commentary, translation or publisher formatting differ).

Scope

Applies to chemical, petrochemical and oil‑refining productions and other hazardous production facilities where vapour‑, gas‑ and dust‑air explosive and fire‑hazardous mixtures may form. The rules cover classification of technological blocks by explosion hazard, design and layout requirements for equipment and piping, requirements for control and emergency shutdown systems (including automatic anti‑accident systems), inerting/flegmatization measures, selection and testing of protective devices (flame arresters, relief devices, explosion vents), ventilation and monitoring, operational requirements, maintenance, inspections and preparation of safety documentation and emergency response plans.

Key topics and requirements

  • Hazard classification: assignment of technological units and zones to categories of explosion/fire hazard and calculation of reduced/relative energetic potentials.
  • Design and layout: placement rules for machinery, vessels, piping and safe separation; requirements to structural measures to limit escalation.
  • Control and protection systems: requirements for automatic control, emergency shutdown (ESD) systems, alarm and interlock schemes, and instrumentation for hazardous units.
  • Inerting / flegmatization: methods and operational regimes for inert gas use to prevent explosive atmospheres and control of purge efficiency.
  • Explosion protection devices: selection and installation of flame arresters, pressure‑relief and venting devices, isolation valves and devices to limit propagation.
  • Equipment selection and testing: materials, seals, and equipment classes suitable for use in explosive atmospheres; testing and documentation requirements.
  • Operational rules: safe procedures for start/stop, maintenance, hot‑work permits, personnel training and medical/industrial safety organization.
  • Emergency planning: requirements for planning, localization and elimination of accidents (PLAS) and coordination with fire/rescue services.

Typical use and users

Primary users are process safety and plant engineers, project designers, safety/industrial hygiene specialists, regulatory inspectors, compliance officers, and consultants working in chemical, petrochemical and oil‑refining plants. The rules are used during project design, equipment selection, hazard assessment, safety case preparation, commissioning and regulatory inspections.

Related standards

Associated PB‑series rules and regulatory documents often referenced together with PB 09‑540‑03 include rules on technological pipelines (ПБ 03‑585‑03), refrigeration systems (ПБ 09‑592‑03), pressure vessels (ПБ 03‑576‑03) and others in the PB series; PB 09‑540‑03 was later superseded by consolidated Federal norms and rules in the field of industrial safety (federal FNiP / orders of Rostekhnadzor) published in December 2013. The standard should be considered in the context of Federal Law №116‑ФЗ "On industrial safety of hazardous production facilities" and subsequent federal rules.

FAQ

Q: What is this standard?

A: PB 09‑540‑03 is a set of general rules on explosion and fire safety for chemical, petrochemical and oil‑refining productions originally approved by the Russian industrial safety authority in May 2003; it establishes requirements for hazard classification, design, control and protective measures at explosive/fire‑hazardous facilities.

Q: What does it cover?

A: It covers classification of technological blocks by explosion hazard, requirements for layout and equipment, methods of inerting/flegmatization, design and installation of protection devices (vents, flame arresters, isolation valves), automatic and manual control/protection systems, operational rules, inspections and emergency response planning.

Q: Who typically uses it?

A: Process and safety engineers, plant designers, regulatory inspectors and consultants in the chemical, petrochemical and oil‑refining sectors use the rules for design, safety assessment, operations and compliance.

Q: Is it current or superseded?

A: Superseded — PB 09‑540‑03 was approved in 2003 but was replaced by consolidated federal norms and rules in the field of industrial safety that came into force in 2013; commercial libraries and copies may still circulate, but users should apply the currently active federal rules and verify compliance with the latest Rostekhnadzor / federal publications.

Q: Is it part of a series?

A: Yes — it belongs to the PB (Правила безопасности / safety rules) series of regulatory documents produced by the federal industrial safety supervision system; related PB documents address pipelines, vessels, refrigeration, compressors and other discipline‑specific safety rules.

Q: What are the key keywords?

A: Explosion safety, fire safety, hazardous zones, inerting/flegmatization, automatic shutdown (ESD/PAS), flame arresters, relief/venting, industrial safety, petrochemical, chemical processing.
