Full title and description

GOST R 51321.1-2007 — Low-voltage switchgear and controlgear assemblies. Part 1. Type-tested and partially type-tested assemblies. General technical requirements and test methods. This national standard of the Russian Federation establishes general technical requirements, construction, testing methods, markings and documentation for low-voltage switchgear and controlgear assemblies (НКУ) and is a national adoption/modification of IEC 60439-1:2004.

Abstract

This standard sets out the rules and test methods for type-tested and partially type-tested low-voltage distribution and control assemblies with rated voltages up to 1000 V AC (up to 1000 Hz) or 1500 V DC, covering electrical, thermal and mechanical performance, clearances/creepage, enclosure protection, temperature-rise limits, mechanical operation and requirements for marking and technical documentation. It served as the national implementation of IEC 60439-1:2004 until being superseded by the later series (GOST IEC 61439-1).

General information

  • Status: Cancelled / superseded (replaced by GOST IEC 61439-1-2013; withdrawn from national use on 01 March 2022).
  • Publication date: Approved 27 December 2007 (Order No. 508-st) — put into effect 01 January 2009.
  • Publisher: Federal Agency on Technical Regulating and Metrology (Rosstandart) / National Standard of the Russian Federation.
  • ICS / categories: Low-voltage switchgear and assemblies; OКС/ICS classification related to low-voltage distribution equipment (listed in national records as 29.130.20 / related classification E71).
  • Edition / version: GOST R 51321.1-2007 (national adoption of IEC 60439-1:2004).
  • Number of pages: 82 (original).

Scope

The standard applies to low-voltage complete assemblies for distribution and control (type-tested and partially type-tested assemblies) whose rated voltage does not exceed 1000 V AC at frequencies up to 1000 Hz or 1500 V DC. It covers assemblies intended for household, commercial and industrial applications where the assembly design, tests and verification are required to ensure safe operation under specified conditions. The standard defines requirements for construction, electrical and mechanical strength, dielectric and temperature-rise tests, clearances and creepage distances, IP/IK protection, markings and technical documentation.

Key topics and requirements

  • Definition and classification of type-tested and partially type-tested assemblies (scope and application of type tests and routine tests).
  • Electrical requirements: rated insulation and operational voltages, dielectric tests, short-circuit withstand, protection against electric shock.
  • Thermal requirements: temperature-rise limits for conductors, busbars and contacts; test methods and limits.
  • Mechanical and environmental: enclosure construction, mechanical strength, degree of protection (IP/IK), mechanical operation and endurance.
  • Clearances and creepage distances, insulation coordination and measures to limit leakage and tracking.
  • Marking, documentation and information to be supplied with the assembly (ratings, wiring diagrams, assembly identification, instructions).
  • Normative references and alignment with IEC 60439-1:2004 — national modifications and additional requirements where applicable.

Typical use and users

Manufacturers and designers of low-voltage switchgear and controlgear assemblies, testing and certification laboratories, technical regulators, electrical installers and consulting engineers used this standard to design, test and verify safe assemblies for industrial, commercial and some specialised applications. It was also used by conformity assessment bodies and purchasers to specify acceptance and testing regimes for NКУ.

Related standards

Primary related and predecessor/successor standards include IEC 60439-1:2004 (basis for the national adoption), the earlier national GOST R 51321.1-2000 (replaced by the 2007 edition) and the later GOST IEC 61439-1-2013 series (which superseded GOST R 51321.1-2007 in Russia). The standard also references multiple normative documents covering electrical safety, wiring rules and component standards used in assembly tests.

FAQ

Q: What is this standard?

A: GOST R 51321.1-2007 is the Russian national standard that specifies general technical requirements and test methods for type-tested and partially type-tested low-voltage switchgear and controlgear assemblies; it is a national adoption/modification of IEC 60439-1:2004.

Q: What does it cover?

A: It covers construction, electrical, thermal and mechanical requirements, test methods (dielectric, temperature-rise, short-circuit and mechanical tests), clearances/creepage, enclosure protection degrees, marking and documentation for assemblies with rated voltages up to 1000 V AC or 1500 V DC.

Q: Who typically uses it?

A: Manufacturers of low-voltage switchgear and controlgear, test laboratories, conformity assessment bodies, electrical designers and installers, and procurement/specification engineers used the standard for design verification, testing and certification purposes.

Q: Is it current or superseded?

A: It has been superseded. GOST R 51321.1-2007 was withdrawn from national use and replaced by the GOST IEC 61439 series (GOST IEC 61439-1-2013, etc.); the standard was officially cancelled as part of the transition and withdrawn effective 01 March 2022.

Q: Is it part of a series?

A: Yes — it formed Part 1 (general requirements) of the GOST R 51321 series for low-voltage switchgear and controlgear assemblies; the international counterpart system also provides Part 2 and other parts that specify requirements for particular types of assemblies. The series was later superseded by the IEC 61439-based national series.

Q: What are the key keywords?

A: Low-voltage switchgear; controlgear assemblies; type-tested assemblies; partially type-tested assemblies; temperature-rise; short-circuit withstand; clearances; creepage; IP rating; IEC 60439-1.
