Full title and description

SP 89.13330.2016 — "Boiler plants" (СП 89.13330.2016, Котельные установки). A national set of rules governing the planning, design, construction, reconstruction, overhaul, expansion and technical re-equipment of boiler plants (steam, hot-water and steam‑water boilers) operating on any type of fuel; published with Amendment No.1.

Abstract

This document is an updated edition of the earlier СНиП II‑35‑76 on boiler installations and establishes mandatory requirements for siting, layout, equipment arrangement, fuel handling and storage, ventilation and combustion air, piping and instrumentation, fire and explosion safety, environmental protection, commissioning and maintenance of boiler plants. It is intended to ensure safe, reliable and energy‑efficient operation of centralized and decentralized heat‑generation installations.

General information

  • Status: Active / in force.
  • Publication date: Approved 16 December 2016 (Order No. 944/пр, Ministry of Construction of the Russian Federation); commonly published/issued in 2017 (electronic distribution).
  • Publisher: Ministry of Construction, Housing and Utilities of the Russian Federation (Минстрой России).
  • ICS / categories: Installations in buildings (91.140 — central heating and related installations); Burners and boilers (27.060).
  • Edition / version: Designation year 2016; issued with Amendment No.1 and later editorial/revision entries (revision noted in 2021).
  • Number of pages: ~100 pages (electronic PDF typical edition).

Scope

Applies to the design, construction, reconstruction, capital repair, expansion and technical re‑equipment of boiler houses and boiler plants of all fuel types and of various configurations (including in‑building and outdoor / block‑type installations). The scope covers dimensional and layout rules, minimum clearances, equipment placement, access for maintenance, fuel storage provisions, means of preventing and mitigating fire/explosion hazards, ventilation, flue and chimney requirements, instrumentation and control interfaces, and requirements for commissioning and operation. The standard is used for regulatory compliance, project documentation and expert review.

Key topics and requirements

  • Definitions and classification of boiler plants by type, arrangement and rated capacity.
  • Site selection and siting rules, including separation distances from other structures and public areas.
  • Building layout, equipment placement and minimum service clearances (for inspection and maintenance).
  • Requirements for fuel supply, storage and handling (solid, liquid, gaseous fuels) and related safety measures.
  • Ventilation, combustion air supply and flue/gas‑exhaust system requirements.
  • Piping, valves, expansion devices, safety fittings and instrumentation necessary for safe operation.
  • Fire protection, explosion hazard mitigation, emergency access and firefighting provisions.
  • Environmental and sanitary requirements (emissions control, noise, wastewater handling where applicable).
  • Commissioning, routine maintenance, inspection intervals and personnel qualification requirements.
  • Marking, signage and documentation required for operation and safety.

Typical use and users

Primary users are building and mechanical engineers, thermal engineers, project designers, construction contractors, energy utility planners, facility owners and operators, fire‑safety specialists, certification and inspection bodies, and regulatory authorities responsible for reviewing and approving project documentation and commissioning boiler plants.

FAQ

Q: What is this standard?

A: SP 89.13330.2016 is a Russian "Svod pravil" (set of rules) titled "Boiler plants" that consolidates technical and safety requirements for the design, construction and operation of boiler installations.

Q: What does it cover?

A: It covers classification, siting, layout, equipment arrangement, fuel handling and storage, ventilation and flue systems, piping and instrumentation, fire and explosion safety, environmental and sanitary provisions, commissioning and maintenance of boiler plants.

Q: Who typically uses it?

A: Designers and consulting engineers preparing project documentation, construction contractors, facility owners/operators, regulatory and inspection bodies, fire‑safety specialists and commissioning teams use the standard to demonstrate compliance and to guide safe, energy‑efficient design and operation.

Q: Is it current or superseded?

A: As of the latest available public records the document is in force (approved 16 December 2016) and published in the 2016 edition with subsequent editorial/amendment entries (an amendment and later revision entries have been recorded, including notes of changes in 2021). Users should verify the current legal status and any newer amendments in the official national standards registry before final design or compliance submission.

Q: Is it part of a series?

A: Yes — it is an updated/actualized edition of earlier СНиП II‑35‑76 material and is typically used alongside other SP documents, fire safety SPs, SanPiN sanitary rules and relevant GOST/R standards covering boilers, burners, piping, and marking.

Q: What are the key keywords?

A: Boiler plants, котельные, boiler house design, fuel storage, ventilation, flue systems, fire safety, commissioning, СП 89.13330.2016.
