Scope
SP RK 3.01-103-2012 applies to the planning and design of general (master) plans for industrial enterprises located in industrial zones of populated places. The rules are intended to guide designers, planners and authorities in arranging production areas, technological zones, transport and service networks, utilities, environmental protection zones and safety buffers so as to meet construction, safety, sanitary and environmental objectives. The document provides recommended and accepted technical solutions and does not replace legally mandatory technical regulations where those apply.
Key topics and requirements
- Structure and content of a master plan: functional zoning, location of production buildings, auxiliary and service facilities, and open areas.
- Land use allocation and limits for site development, including protective (sanitary, fire and environmental) zones.
- Transport planning: internal roads, entrances and exits, heavy vehicle circulation, loading/unloading areas, parking and connection to public transport.
- Utilities and engineering infrastructure layout: water supply, drainage, power, heat, communication and on-site treatment facilities.
- Fire safety, emergency access and evacuation routes; placement of fire‑fighting equipment and water sources.
- Environmental protection requirements: waste handling, runoff control, noise mitigation, air emissions zoning and green buffer areas.
- Design prerequisites for operational reliability, phased development, and provisions for future expansion.
- Recommended dimensional standards, throughput/parking tables and percent allocations for various facility types (illustrative tabular norms included).
Typical use and users
Primary users are urban planners, site planners, architects, civil and infrastructure engineers, environmental specialists, industrial developers, municipal planning authorities and regulators responsible for approving industrial site layouts. The standard is used during feasibility, master‑planning and pre‑design phases to ensure coordinated arrangement of production, transport and service systems and to satisfy safety and environmental requirements.
