Full title and description
ANSI/AWWA D102-21 — Coating Steel Water-Storage Tanks. This AWWA standard establishes minimum requirements for specifying, selecting, applying, inspecting, and testing coating systems for the interior and exterior surfaces of welded steel water-storage tanks used for potable water storage (bolted tanks are covered separately by D103).
Abstract
The standard provides detailed requirements for coating materials and systems, surface preparation, application methods, quality assurance and inspection, test methods, and documentation (including an affidavit of compliance). Appendices give guidance on coating selection, environmental considerations, and overcoating/repair procedures. It is intended to be referenced in contract documents for new coatings and recoating of steel water-storage tanks.
General information
- Status: Superseded — the 2021 edition (D102-21) has been revised and replaced by AWWA D102:2024 (see notes).
- Publication date: 2021 (ANSI/AWWA D102-21; published mid‑2021 in AWWA catalog listings).
- Publisher: American Water Works Association (AWWA).
- ICS / categories: 91.120 — Protection of and in buildings / Coating and corrosion protection for water-storage infrastructure.
- Edition / version: ANSI/AWWA D102-21 (2021 edition).
- Number of pages: Approximately 72 pages (2021 edition; later 2024 reprint lists a slightly different page count).
Scope
This standard describes coating systems for coating and recoating the inside and outside surfaces of welded steel tanks used for potable water storage in water-supply service. It sets minimum performance and procedural requirements for materials, surface preparation, application methods, inspection and acceptance testing, and recordkeeping. The standard does not cover factory-coated bolted tanks (see D103) or cathodic protection design (other AWWA documents apply).
Key topics and requirements
- Definitions and referenced normative documents relevant to coatings and inspection.
- Performance-based coating system classifications for interior and exterior surfaces (recommended system types and expected service life considerations).
- Surface-preparation specifications (blast cleaning, waterjetting, power-tool cleaning) and SSPC/NACE references.
- Material requirements for primers, intermediate coats, and finish coats, including guidance on zinc-rich primers and epoxy/polyurethane systems.
- Application methods, environmental and substrate conditions, thickness and holiday testing, and adhesion/compatibility checks.
- Quality assurance: inspection frequencies, test methods, documentation, punch lists, and an affidavit of compliance template.
- Appendices: guidance on coating selection, environmental concerns, overcoating, joint caulking, and a default checklist for specification authors and inspectors.
Typical use and users
Used by water-utility engineers, asset owners, specification writers, coatings contractors, inspection and QA/QC personnel, coatings manufacturers, and consulting engineers when specifying new coatings or planning maintenance and recoating of welded steel water-storage tanks.

FAQ
Q: What is this standard?
A: ANSI/AWWA D102-21 is the AWWA standard that defined minimum requirements for coating and recoating welded steel water-storage tanks for potable water service (materials, surface prep, application, inspection, and testing).
Q: What does it cover?
A: It covers coating-system selection and performance classes, material and application requirements (primer/intermediate/finish), surface-preparation methods and acceptance criteria, inspection and testing procedures, documentation and affidavit requirements, and guidance appendices on selection, environmental issues, and overcoating. Bolted tanks are excluded (see D103).
Q: Who typically uses it?
A: Water utility engineering staff, consulting engineers, coatings contractors, QA/QC inspectors, specification writers, and coatings manufacturers use D102 when preparing contracts, specifying coatings, and performing or inspecting tank coating work.
Q: Is it current or superseded?
A: The 2021 edition (D102-21) has been revised; the current AWWA edition as of the most recent AWWA listings is AWWA D102:2024, which supersedes the 2021 edition. Users writing new specifications should reference the 2024 edition unless they explicitly require the 2021 text.
Q: Is it part of a series?
A: Yes — D102 is part of the AWWA D-series for water-storage tanks and related documents (for example, D100, D103, D104, D106). It is also part of the broader set of AWWA standards and is cross-referenced with coating and materials standards used in waterworks construction and maintenance.
Q: What are the key keywords?
A: Coating steel water-storage tanks; tank recoating; surface preparation; epoxy; polyurethane; zinc-rich primer; inspection; potable water tank coatings; AWWA D102.
